Fastest reliable route is SysTools Hotmail Backup. Sign in with the account and it downloads everything to a PST on your drive with folders preserved. It resumes if the connection drops mid-run.
The manual alternative is adding the account to Outlook over IMAP and dragging folders into a local PST, which works but crawls on 14 years of mail and dies on flaky connections.
Backup finished overnight, 11GB PST safely on my drive. Solved.
