Company moved me onto Office 365 and my working address book still lives in my personal Gmail, around 500 contacts.

What lands them in the 365 mailbox itself so phone and webmail see them, rather than stranded in some local folder?

The server side landing is the whole trick, and the browser only route guarantees it since no local folder ever enters the picture.

1
At contacts.google.com click Export, choose Outlook CSV, the flavor whose headers Microsoft's importers map automatically, and download.
2
Sign in at outlook.office.com, open People from the app launcher grid.
3
On the toolbar choose Manage contacts, Import contacts, upload the CSV and confirm the preview looks mapped.
4
Check your phone's contacts a few minutes later. Appearance there proves the import landed in the mailbox proper and synced out, the verification that matters.

The desktop wizard route works too when you prefer it, with the one decisive click: at the destination folder step choose the Contacts folder under the 365 account branch of the folder tree rather than any local PST branch. Same wizard, different branch, synced versus stranded. Contact photos travel in neither CSV route, the vCard drag covered in the iCloud thread linked alongside being the picture preserving alternative.

Browser route, ten minutes, contacts on my phone before I finished coffee. The synced versus stranded framing explains what went wrong the last time I tried this with the desktop wizard.
