Since this morning Outlook shows Cannot start Microsoft Outlook. Cannot open the Outlook window. Safe mode does not help. Rebooted twice. Where do I even start with this?

That exact message is nearly always a broken navigation pane profile. Work down this list:
1
Press Win+R and run
outlook.exe /resetnavpane. This fixes it for most people on the spot.2
Still stuck: Control Panel, Mail, Show Profiles, add a new profile and set it as default.

If the new profile errors on the data file, your PST or OST is damaged. Run SysTools Outlook Recovery on a copy of it, then attach the repaired file.
Resetnavpane did it. 10 seconds. Cannot believe I rebooted twice for this. Solved.
