Helping a relative consolidate onto their long standing Yahoo Mail. Their contacts currently live in desktop Outlook on an old PC.

Does Yahoo accept an Outlook export directly or is there translation involved?

Directly: Yahoo's contact import was built with Outlook's CSV as a first class citizen, so this is an export, an upload and little else.

1
In Outlook: File, Open and Export, Import/Export, Export to a file, Comma Separated Values, select the Contacts folder and save the CSV.
2
Sign in to Yahoo Mail in a browser and open the Contacts icon at the top right of the mail view.
3
Click the three dot menu in the contacts panel, choose Import from file and upload the CSV. Yahoo also lists an import straight from Outlook.com there, useful when the contacts live in a Microsoft account rather than a local PST.
4
Review the imported list, then use Yahoo's own Clean up duplicates prompt if it appears, it merges obvious repeats in one click.

The usual CSV boundaries apply: names, emails, phones, addresses and notes travel, contact photos and Outlook categories do not. And check the count after import, Yahoo caps imports around a few thousand contacts per file, far above a relative's address book but worth knowing if you ever push a business sized list through, splitting the CSV handles it.

Exported and uploaded, 310 contacts in Yahoo within minutes. The duplicate cleanup prompt caught 12 repeats too.
