It points at exactly what your IT team touched: 1058-4 is Office reporting that the Click-to-Run service cannot start, and error 1058 is Windows speak for a service that has been disabled. Modern Office runs on top of that service, no service, no Office, every app equally.

Press Win+R, run services.msc and find Microsoft Office Click-to-Run Service in the list.

Double click it. The Startup type will read Disabled, courtesy of the optimization script. Set it to Automatic.

Click Start under Service status so it runs immediately, then OK.

Launch Outlook. In most cases it opens normally at once, if anything still complains, run a Quick Repair from Control Panel, Programs and Features, Microsoft Office, Change to let Office tidy up after the interruption.
Worth sending back to whoever maintains that optimization script: Click-to-Run appears in service listings looking like an updater, which is why debloat scripts keep disabling it, but it is the runtime Office streams from, not an optional extra. Any machine that script touched will show 1058-4 on its next Office launch, so a fleet wide check now beats twenty tickets later.
Service was disabled exactly as described. Automatic, started, Outlook opened before I finished reading your last paragraph. IT has been informed about their script.
