Getting same error mentioned by “File error occurred in Comma Separated Values translator ” but in Outlook 2013 edition. Every time after selecting the CSV file in Outlook in Import/Export Wizard, prompt of “Translation Error” appears.

Try to create New CSV File and move data to error CSV file and then import this newly created file into your Outlook 2010/2007 edition or any other. Open the CSV file with Notepad. Click on Edit option and change all the semi colon ( ; ) with (,) and Save it
