Bought my mother a Kindle Fire HD for video calls and email. Her contacts all live in my Outlook and the Fire has no obvious way to receive them.
It is Amazon's own Android without Google services. What actually works?

Fire OS handles this better than its reputation suggests: the built in Contacts app imports vCard files from local storage. So the job is vCards out of Outlook, files onto the Fire, import.

In Outlook select the contacts she needs, right click, Forward Contact, As a Business Card, then in the draft use Save All Attachments to write the vcf files to a folder and discard the draft.

Connect the Fire over USB, allow file transfer on its screen and copy the vcf folder into the Fire's Download directory.

On the Fire open the Contacts app, tap the menu, choose Import/Export, then Import from storage. It finds the vcf files and pulls everything in.

Open a few entries to confirm names and numbers, then delete the vcf files from Download to keep things tidy.
If she also gets an email account set up in the Fire's Email app later, a smoother long term arrangement is putting the contacts into that account, an Outlook.com account for instance, since the Fire syncs account contacts automatically and any future edits flow both ways instead of living only on the device.
USB copy and the storage import worked first try, 60 contacts on her Fire. She has already video called twice. Thanks Eddie.
