Every send receive ends with 0x8004010F, Outlook data file cannot be accessed. Mail actually seems to arrive but the error fires on every sync.

Started after I moved some PST files around while reorganizing my drive. Related?

Directly related: 0x8004010F means the profile's delivery settings point at a data file that is no longer where the profile believes it is. You moved the target, the pointer went stale and every send receive trips over it.

1
Open File, Account Settings, Account Settings, and on the E-mail tab select the affected account. Look at the folder path shown at the bottom under Selected account delivers new messages to, a stale path is often visible right there.
2
Click Change Folder below it and point delivery at the correct location: the Inbox of the data file at its new home. If the moved PST is not listed, attach it first via File, Open and Export, Open Outlook Data File.
3
Check the Data Files tab in the same dialog: any entry showing the old path should be removed and re-added from the new location.
4
Restart Outlook and run a manual send receive with F9 to confirm the error is gone.

If the paths all look right and the error persists, the pointer damage sits deeper in the profile than the dialogs reach, and a fresh profile is the reliable fix: Control Panel, Mail, Show Profiles, Add, configure the account, attach your data files at their current locations and set the new profile as default. Two minutes of setup versus an afternoon of fighting the old profile's memory of your old drive layout.

The delivery path still showed my old D drive layout exactly as you predicted. Change Folder to the new location and three clean send receives since.
