With the Domino server gone, everything depends on reading the NSF files directly. Outlook has no ability to do that in any version. The mail becomes Outlook folders through a conversion to PST.

The direct route: an NSF to PST converter, SysTools NSF Converter reads the database files standalone and writes PST with the Notes folder structure preserved, including the rich text bodies and attachments that make Notes mail distinctive. Attach the resulting PST via File, Open and Export, Open Outlook Data File and the inherited mail sits as normal browseable folders next to your own.

One conditional alternative if any machine still carries an installed Notes client from before the shutdown: the client itself can open local NSF files without a server and export mail in portable formats, slowly and folder by folder. It is worth knowing about but rarely worth choosing over the direct conversion once the file count grows.

Two Notes specific things to check in whatever comes out: encrypted messages, which Notes users could apply individually and which need the original user ID file to decrypt, will convert as unreadable or get skipped with a report. The names.nsf file among your set is the address book, convertible separately into contacts rather than mail.
