I have a POP3 account which deletes mails after every 14 days. Therefore I want to backup each user mailbox before the completion of 14 days. And also want to reduce PST file size then backup it. And then archive this PST file if it grows beyond the set limit.

    Any suggestions, please

First of all I would like to suggest you to archive your PST file, so that you can reduce the PST size upto the Outlook version limit you are using. Because backing up Outlook will create an exact copy of the previous file but not reduce the size of your file. Follow the steps to manually archive PST file.
    1. Open Outlook>>File>>Archive option
    Or
    Go to Tools>>Mailbox cleanup>>Auto archive
from here you can archive PST file according to the date, time, month.

Manually you can’t reduce the size. Just that you can set the days of archiving. In order to reduce the size of PST file you have to go with another solution.

    Hi

You can reduce PST file size by splitting it using some tool or so.

Just follow the steps as discussed in Outlook PST Backup. This will help you in creating a backup copy of your PST file.

Is that I have to purchase the above tools? Or are they secure to split and backup my PST file?

No, you can use the free version for your use. But it has a limit which you need to check. And definitely yes, the above tools are highly secure than any other tool. You can free use them and solve your query.
