Hello Lincoln,

You can encrypt a PDF file for email in Outlook and use it as an attachment. Just follow the simple steps to restrict PDF file.

Step 1. You must have Adobe Acrobat DC software on your computer.
Note: Adobe Reader just uses to view PDF file not secure it.

Step 2. Open any PDF file which you want to secure to access.

Step 3. Click on Tool button then select Protection option.

Step 4. In Protection option, select Encrypt then choose Encrypt with password option.

Step 5. Click Yes, if they ask for Apply New Security Settings.

Step 6. Select Adobe 7.0 and later option.

Step 7. Check Encrypt all document contents.

Step 8. Make sure the Require password to open the document option is checked.

Step 9. In Document Open Password field, type any password of your choice then click OK.

Step 10. Enter the same password again and click OK.

Step 11. If it asks you to save the document, click on OK and save PDF file by selecting File >> Save option.

Step 12. If the SECURED is displayed in the title bar that means encryption is applied successfully. Now, you can use this protected PDF file as an email attachment in Outlook.
