Can you please clarify your query.

Have you deleted your Outlook data PST file from the Hard disk.

If, yes then SCANPST will not help you. SCANPST is intended to help you repair corrupt pst files, but it does not allow you to recover permanently deleted pst files from PC.

For your case you need to look for a good data recovery software which will allow you to salvage your Outlook.pst file from your hard drive.
