The setting is under File, Options, Mail, then the Stationery and Fonts button. There are three separate slots: New mail messages, Replying or forwarding messages and Composing and reading plain text messages. Set the font in each slot you care about, most people forget the reply slot and think the change did not stick.
As for it reverting: these fonts are stored in the MailSettings registry values under HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\MailSettings. Roaming profiles and some enterprise policies rewrite that key at logon, which is the usual reason a font choice comes back. If you are on a company machine ask IT whether a policy manages mail settings.
The reply slot was exactly what I had missed. Both set now and it survived a restart.
