Yes. SysTools PST Viewer opens PST files directly with no Outlook installed. It shows the full folder tree with message bodies and attachments. The free version covers exactly this kind of read-only lookup.
It also handles corrupt and password protected files in view mode, which comes in handy with old staff archives.
Found the messages I needed in 5 minutes. No license drama. Marking solved.
