As you have deleted your Outlook.pst file. So you need to use a data recovery software to salvage your files from your disk. Try using a reliable data recovery product which can carve required deleted pst files from your hard drive.

If, yes then SCANPST will not help you. SCANPST is intended to help you repair corrupt pst files, but it does not allow you to recover permanently deleted pst files from PC.
For your case you need to look for a good data recovery software which will allow you to salvage your Outlook.pst file from your hard drive.

To unblock your files you need to perform few manual steps.
Locate your file. Right Click on it and you will see Properties option.
Go to Properties and you will see a Unblock option. Click on it and press apply button.
And your files will be unblocked.
