Hello,
Try to start “MS Outlook” in safe Mode.
To do so: Press “Window Key” + “R” (Combination) >> Type “outlook.exe<space>/safe” in run dialog box and press “Enter” Button.
If the problem still remains, then you can also try to repair Office from “Control Panel” >> “Program & Features” and make sure all office components are correct.

If you have tried all possible methods, but the problem still persists, then in such a case you need to switch on any third party commercial Tool. After deep searching over the web and looking positive replied from the user’s side. Yes, you can take scanpst.exe into account to see the results. However, this free tool does not guarantee to fix detrimental errors of PST file as it is sort of superficial method.

EddieI think antivirus software is not causing the issue. The second part of the your’s answer seems quite helpful. So, can you please tell me how I can deal with it, timeout error (whatever the term you have addressed in your reply).
Follow the given below instructions and remove the stored beforehand:
1.) Click on start button and go to control panel.
2.) In “Control Panel”, hit on “Credential Manager”.

Simply create a Outlook profile and once you configured that one in Outlook, you will be able to view its data.
To do so:
File >> Account Settings >> Account Settings >> Data File

BarrySince wrong input of port numbers are always find as main cause behind the send/receive error in Outlook, I recommend you to re-check the server details which you have used to configure Outlook account.
Also, tell me what email service you are using in Microsoft Outlook?

BarryTuff question. Actually, Outlook uses Outlook Data File format to store its information and the only way to access it in respect of Microsoft Outlook. Without it, this seems impossible.
As far I know, Outlook must installed in your machine to view the data of PST file.

You could use two methods to read those PST files
First method is, you need to run the Import method to check emails in Outlook.Or the other method is to install the freeviewer for PST file.

Try to search again your PST file at this location once: C:\Users\User\AppData\Local\Microsoft\Outlook

You could find your Outlook PST file using PST FinderCould you please tell me which version of Outlook has been used? And also let me tell you one thing that PST file not only store emails, but also the contacts, calendars, tasks, notes & journal.
To be frank, your question seems mind-boggling and I have a suspicion that this all is happening because of some sort of corruption or bug which is impeding you to access your Outlook Data File. If there is something like that, you are going to run into a big trouble.
I guess Micheal’s perception is correct about corruption and all that. Something horrible going on with your PST file or it’s elements has been deteriorated somehow. You should repair it expeditiously. Run scanpst or AKA Inbox Repair Tool.
Once you are done with it, please let me know whether you get the results or not.

BarryTruth has it, I am not kind of software-techie who knows about these stuffs profoundly. Nevertheless, I followed the mentioned path and ran “scanpst”, but I did not get any response. The corruption still persists there in PST file and clogging up in the working of Outlook. I think, I missed something while running this tool.
Mind, if you pass along some kind of source about “Inbox Repair Tool”. I mean, an article from where I could learn How this thing works.
